Using a Cotton Cleaner or a Loom Raw Cotton can be Cleaned into Cotton and Seeds of Cotton. A Cotton Cleaner processes Raw Cotton faster than a Loom.

Using a Loom this Cotton can be woven together to create Cotton Cloth. Generally this takes 10x Cotton, but this number can be reduced by using Clothing Slotted with Weaving Bonus Artifacts. Occasionally while using a Loom it will drop Milkweed Jute to the ground.
