Allows a player to cut raw gems into faceted gems that can be solted.
Each Gemstone has a Hardness which is rolled while Sifting Rubble. This Hardness is based on a player's Mines & Mountains Proficiency, the Mining bonus from Artifacts and RNG. This Hardness refers to its success odds when Cutting on a Gemcutter's Wheel. The Harder the Gemstone, the less chance of success.
