Alternatively if you can't afford a bucket, you can take the charred fibre out of your inventory and right click it on a water source tile to clean it.

Abandoned Cobwebs can commonly be found inside Myrtle Oak Trees for quick fiber sources in the early game, though for larger quantities then Milkweed Jute, Woven Reeds, Bark Fibres, and Cotton will prove to be more consistent sources. Among those the Milkweed Jute will be the easiest source of fiber in the early game, and it is obtained by putting Milkweed Roots in a Fireplace or Meatsmoker to make Charred Milkweed Fibre. The Milkweed Jute is then completed by washing the charred fibre in a source of Water, which in addition to natural sources includes such things as a Bucket of Water, Barrel with Water and similar.
