Using a Hoe increases the speeds you Till Fields as well as reducing the Phlegm cost.
If you have also learned Plantation Management you can right-click a 
Tilled Field and select Tend to reduce it's Upkeep.
Hoe Stat Change Upkeep 
Wooden HoeSlight 
Iron HoeModerate Can reduce Upkeep to 25% 
Farmer's HoeGreat Can reduce Upkeep to 20%
