Allows a player to cut raw gems into faceted gems that can be socketed.
Each Gemstone has a Hardness which is passed on by the Rubble the Gemstone was Sifted from. That Hardness is aquired by chance and the Mines & Mountains of the player who chippied it. This Hardness refers to its success odds when Cutting on a Gemcutter's Wheel. The Harder the Gemstone, the less chance of success.
