Enter the building, right-click on the gears and select 
Craft ⇒ 
Processing & Materials ⇒ Mill Flour.
One inventory slot can hold up to 0.50 kg of oatmeal.
One Ear of Oats produces a total of about 2.0 kg oatmeal
Oatmeal is a type of Flour hence may be used for any recipe requiring generic Flour.
