Branches may be harvested from any tree at any time, once you have learned Survival Skills.

To harvest, you simply right-click on a tree and from the context menu choose 'Pick Branches'. Your character will begin to harvest branches until your inventory is full or you click away.

At this time there appears to be no limit to how many branches can be collected per tree.
