Normally a Tilled Field's Upkeep can only be lowered to 50%, however, once the Plantation Management Skill has been learned, right-clicking a Tilled Field with Any Hoe equipped and selecting "Tend" will permanently lower that Tilled Field's Upkeep Cap.
