About
A Farmer's Hoe can be obtained by chance from the Store bought 
Mystery Tool Box, or received with certainty from the Store bought 
Farmer's Pack.
Using a Farmer's Hoe moderately increases the speeds you Till Fields as well as moderately reducing the Phlegm cost.
A Farmer's Hoe be carried in either a 
Journeyman Toolbelt, 
Novice Toolbelt, or the 
Master Toolbelt, additionally it can be stored in a 
Wooden Toolbox.

If you have also learned Plantation Management you can right-click a 
Tilled Field and select Tend to reduce it's Upkeep.
