Acquired by cleaning Raw Cotton. After you harvest the Raw Cotton from your cotton field, you use the Crafting menu: Craft -> Processing & Materials -> Clean Cotton to separate each unit of Raw Cotton into 1 Raw Yellow-Stained Cotton and 10 units of seeds of Cotton.
This particular type of cotton is the lowest tier available when you grow cotton from an undeveloped field or one with poor influence bars for cotton growing.
