Acquired by chance when Butchering a Deer or a Furfur. The chance of getting a Deer Hoof increases if you've learned the Viscera & Bits Skill.
A Deer Hoof can be Boiled to make 
Animal Glue. To Boil a Deer Hoof, place Fuel and Light your 
Fireplace. Fill your 
Clay Pot or 
Copper Pot with Potable Water and then place over your lit Fireplace. Click your Pot, select Open and put in the item you wish to Boil. When your item is done Boiling, its icon will change.
