Increases a towns claim size by 31x31 tiles. Expanding by 15 tiles north, east, south & west from where the Boundary Stone is built.
Increases the town's upkeep cap by 45. Thus increasing the town's bell consumption rate (Rate unknown).
Note that you can only build authority objects within a village claim, and therefore you must have already constructed a town bell to construct and make use of this object.
