Scissors allow you to remove slotted Artifacts from clothing.
In order to unslot Artifacts, you need to make sure the scissors are equipped and select Craft Rags. This will destroy the clothing.
Getting the Artifacts back is not guaranteed - the better the scissors Keen value, the greater the chance of a successful unslotting. Steel Scissors is 20% Keen.
