- Fish is indeed an action, but in this case because "Any Fish" is actually a conceptual grouping of objects, so it makes more sense, in this case, to mention the action as required "technology" to gain things belonging to it ;)

- You could use the same logic for those, use the action "make filet" if there is such one as req.tech...
